How to unlock the “Winning Hearts and Minds” mission
To initiate the Winning Hearts and Minds side quest in Starfield, visit the Den on the planet of Chthonia in the Wolf System. Inside the Den, speak with Orval Romack, who can be found at the bar. Opt for the dialogue option inquiring if he requires any assistance to kickstart the quest.
How to complete Winning Hearts and Minds in Starfield
Orval will request your help in distributing some inspiring posters he has created. Proceed upstairs where you’ll discover a truck parked near the Trade Authority Office. Retrieve the posters and then use fast travel to reach New Atlantis.
The posters need to be put in various different spots around the Well which can be accessed by taking an elevator ride down from New Atlantis. If you’ve played the High Price to Pay main mission in Starfield, the Well is the place through which Noel escaped with the artifacts.

Poster location 1
Go down the stairs as you exit the elevator and turn right. Your quest marker will point you toward the first location right next to a locked door with a space frog poster beside it.
Poster location 2
The second spot can be found on the first floor. After descending the stairs, continue straight until you encounter a small set of stairs in front of you. Look to the right side of the wall, as indicated in the picture below, to find the second location.
Poster location 3
Go back to the elevator through which you entered the Well and turn left. You’ll come across a short set of stairs that lead to a locked red door. Use the terminal next to the red door to unlock it, granting access to the Well’s hallway. Follow the quest marker, as it will guide you to the final location for placing the poster.

Your quest marker will guide you throughout the Winning Hearts and Minds side quest. The posters can be put up in any order. When you’re done go speak with Orval to earn your rewards.
